What does the Philippine Gov’s suspension of OEC (Overseas Employment Certificate) mean to me?

If I am an employer or domestic helper with a visa in process, how does this affect me?
If the request for processing received by the POEA (Philippine Overseas Employment Administration) land-based Center by 11 Nov, 2017, you will not be affected as your OECs are likely to be approved.
If the requests for processing received by the POEA land-based Center after 11 Nov, 2017, your application will be suspended. The domestic helper will not be able to leave the Philippines until OECs are released.
